Many of them have a sort of medallion with a profile on it. Are they diplomatic medals, given to signify alliance and perhaps acknowledge regional authority?

Charles Bird King lived in Washington DC, and he was commissioned by the government to do portraits of Indian delegates as they visited the capitol. I assume that the medallions were gifts to the chiefs (as most of these were) upon their arrival.
